The contract between UNICEF and BiH was signed. This contract regulates the continuation of the implementation of the project “Enhancing the Social Protection and Inclusion of Children in BiH: Introduction of Social Protection and Inclusion Model at Municipal Level, 2011-2010“ in eleven new targeted communities: Gornji Vakuf/Uskoplje, Kupres, Posusje, Tesanj, Velika Kladusa, Celinac, Derventa, Gacko, Prnjavor, Mrkonjic Grad and Brcko District of Bosnia and Herzegovina. The project implementation period runs from 1st December 2011 until 30th November 2012.

16 - 31 August 2011
Extension of the implementation of the SPIS second phase, during which remained activities will be brought to an end as well as a number of new activities, especially related to capacity building, will be implemented. This time period also includes the implementation of activities related to the preparation of the third phase of SPIS project.

2nd - 3rd June 2011
The training entitled “Work with Neglected Children” was held in the hotel “Dinara” in Livno. The goal of the training was to enhance knowledge in work with neglected children as well as to become familiar with new models of work with this socially excluded group of children. Training participants were representatives of the MMB as well as representatives of institutions and nongovernmental organizations.

18 April - 31 May 2011
The eleventh sessions of MMBs/Commissions for Enhancing Child Protection and Social Inclusion were held in all ten municipalities. Following is an overview of the agenda: presentation of the PAR group of children activities within the SPIS project, adoption of the minutes of the previous MMB/Commission session, consideration and adoption of the document on Protocol on Cooperation and Procedures along with the agreement on further activities of MMBs/Commission as far as taking action and monitoring of its implementation, agreement on development of the report on the realization of activities within the Action Plans on Social Inclusion into the System of Child Protection, for the period 1st January to 30th June 2010.

25th - 26th May 2011
The training entitled “Juvenile Offending - Application of Discipline Measures in Praxis” was organized in the hotel “Vucko” at Jahorina. The goal of the training was to inform participants on possibilities and ways of application of the Law on Protection of and Taking Action with Children in Criminal Proceedings in RS”, which was enforced on 1st January 2011. The participants were professionals from governmental and nongovernmental sectors from the municipalities Bileca, Kotor Varos, Laktasi, Novi Grad and Visegrad as well as representatives of the Ministry of Education and Culture RS and the representative of the Ministry of Health and Social Protection RS.

19th - 20th May 2011
The training entitled “Writing Project Proposals and Management of Project Cycle in Accordance with EC application“, was organized in the hotel “Hollywood”, Ilidza. The goal of the training was to provide useful tools related to writing projects in accordance with the EC standards, so that representatives of Novi Grad Sarajevo municipality take an advantage in applying for future projects, especially with regard to IPA funds. The training was attended by representatives of the Commission for Enhancing the Child Protection and Social Inclusion in Novi Grad Sarajevo as well as representatives of nongovernmental organizations.

19th - 20th May 2011
The training entitled “Professional Burnout and Ways to Protect Oneself” was held in the motel “Oaza” in Sanski Most. The goal of the training was to increase knowledge and skills of professionals in the field of prevention of professional burnout and stress at work. Training participants were members of the MMB of the SPIS project and representatives of institutions and nongovernmental organizations in Sanski Most municipality.

16th - 17th May 2011
The training entitled “Preventing Professional Burnout with Professionals in the Field of Social and Child Protection“, was held in the motel „Andrija“ in Novi Travnik. The goal of the training was to increase the knowledge and skills of professionals in the field of prevention of professional burnout and stress at work. Training participants were members of the Commission for Enhancing Child Protection and Social Inclusion as well as representatives of institutions and nongovernmental organizations in Novi Travnik municipality.

12th - 13th May 2011
The training entitled “IT Education from the Field of MS Office Program“, was held in the premises of the High School Stolac and in the restaurant „San Pjero“ in Stolac. The goal of the training was to provide basic knowledge from the field of MS Office for the purpose of strengthening capacities of public institutions and nongovernmental organizations and providing more adequate participation in project applications. Training participants were members of the Commission for Enhancing Child Protection and Social Inclusion as well as representatives of institutions and nongovernmental organizations from Stolac.

19th April and 21st April 2011
Two entity workshops entitled “International Standards in Child Protection - Ways of their Incorporation into the System of Child Protection in BiH“, were organized in the hotel “Bosna”, Banja Luka and in the hotel “Hollywood”, Ilidza. The goal of the workshops was to share knowledge related to the international discourse on child protection systems and the ways of their incorporation into child protection systems in BiH. The workshops were attended by representatives of relevant ministries, MMBs/Commissions for Enhancing the Child Protection and Social Inclusion from ten targeted SPIS municipalities (workshop in Banja Luka: Laktasi, Kotor Varos, Novi Grad, Sanski Most and Livno, workshop in Sarajevo: Bileca, Visegrad, Novi Grad Sarajevo, Stolac and Novi Travnik), as well as representatives of nongovernmental organizations.

11 - 18 April 2011
The tenth sessions of MMBs/Commissions for Enhancing Child Protection and Social Inclusion were held in all ten municipalities. Following is an overview of the agenda: adoption of the minutes of the previous MMB/Commission session, consideration and adoption of the quarter report on the Work of the MMB/Commission for the period from 16th January - 31st March 2011, consideration and adoptioin of the semi-annual report on monitoring realization of the activities within the Action plans on development of mechanisms for monitoring primary school enrolment, 2009 - 2010 for the period from 1st October 2010 - 31st March 2011, consideration and adoption of the financial and narrative report on the seven-month implementation of SFP (Special Focus Project) referring to the application of the referral model that was implemented in the period from 1st October 2010 - 31st March 2011, consideration and confirmation of the draft of the Protocol on Cooperation and Procedure as well as its further forwarding to the Working Groups for Capacity Building of the FBiH and RS.

5th - 6th April 2011
An inter-entity seminar was organized in the hotel “Vucko”, Jahorina. The participants of the seminar were representatives of ten (10) SPIS municipalities: Bileca, Kotor Varos, Laktasi, Livno, Novi Grad, Novi Grad Sarajevo, Novi Travnik, Sanski Most, Stolac and Visegrad, as well as the representatives of the twelve (12) municipalities from previous UNICEF/IBHI projects: Bugojno, Gradiska, Kakanj, Teslic, Vares, Breza, Donji Vakuf, Prnjavor, Srbac, Foca, Gorazde, Istocna Ilidza and Kiseljak, who joined the seminar on the second day. Representatives from Drvar and Kiseljak municipalities did not attend this seminar due to their professional obligations. The goal of the inter-entity seminar was the analysis of lessons learned, evaluation and exchange of experiences between representatives of the ten (10) municipalities with the suggestions for enhancement of the implementation of special focus projects through participative approach as well as the exchange of experiences and lessons learned between representatives of ten (10) SPIS municipalities and previous fourteen (14) municipalities included in the implementation of UNICEF/IBHI projects.

21st - 22nd March 2011
The training entitled “Birth Registration” was held in the hotel “Saraj”, Sarajevo. Participants were representatives of police and birth registration offices from ten (10) targeted municipalities of the SPIS project. The training was organized for the purpose of extending knowledge in the field of birth registration. The training enabled a review and analysis of positive legislation, the presentation and discussion of standards and conventions dealing with human rights as well as BiH legislation regulating the birth registration.

The ninth sessions of MMBs/Commissions for Enhancing Child Protection and Social Inclusion were held in all ten municipalities. Following is an overview of the agenda: adoption of the minutes of the previous MMB/Commission session, consideration and adoption of the report on monitoring the realization of activities within the Action Plan on Social Inclusion into the System of Child Protection, 2010 - 2011 for the period from 16th July 2010 – 16th January 2011, information about activities and results of the implementaion of project related to the referral model of social protection and inclusion, and consideration and ehancement of the draft of the Protocol on Copperation and Procedure in cases of different groups of children in ten targeted municipalities.

1 - 15 April, 2010
In this period the sixth MMB sessions were held in all ten municipalities of the Project. These sessions were used for consideration of the following issues: adoption of the previous MMB session minutes, consideration and adoption of the final reports on activity realization within special focus projects for the period from 1 December 2009 until 31 March 2010, consideration and adoption of the final narrative report on the realization of the project "Action plan on development of mechanisms for monitoring primary school enrolment" in eight targeted municipalities, as well as the adoption of the final financial report for the second quarter for the period 1 January – 31 March 2010 and final financial report for the period 1 October 2009 – 31 March 2010; consideration and adoption of the form for monitoring the realization of activities within "Action plan for social inclusion in the system of child protection for 2010 – 2011", and agreement on further MMB activities as far as the realization of this document is concerned.

January - March, 2009
In the period between January 1 and March 31, 2009, monitoring visits took place in five (5) targeted municipalities: Drvar, Foča, Goražde, Istočna Ilidža i Kiseljak to agree upon monitoring and implementation of local Action Plans of Social Inclusion in Child Protection System (2009-2010).

February - March 2009
In this period, seminars were held as it follows:

  1. Tuzla, 12-13.02.2009 - successfully implemented seminar "Enrollment in registers of birth - Seminar for officers in birth registration offices" from 11 municipalities BiH
  2. Zenica, 24-25.02.2009 - successfully implemented seminar "Enrollment in registers of birth - Seminar for police officers and social workers", representatives of municipalities Vitez, Kakanj, Lukavac, Centar Sarajevo, Novi Grad Sarajevo, Tuzla, Zenica i živinice,
  3. Prijedor, 26-27.02.2009.- successfully implemented seminar "Enrollment in registers of birth - Seminar for police officers and social workers", representatives of municipalities Bijeljina, Prijedor i Modriča;
  4. Sarajevo, 16-17.03.2009. - successfully implemented seminar "Enrollment in registers of birth - Seminar for representatives of 15 Roma communities.
During the seminar, to participants was distributed manual "Enrollment in registers of birth - manual for officers" as well as other important law regulations in framework of enrolment of children in birth register.

January - February 2009
In this period IBHI team have finished visits to 11 municipalities which are included in project "Enrollment in register of birth with a focus on Roma population": Bijeljina, Vitez, Kakanj, Lukavac, Modriča, Prijedor, Centar Sarajevo, Novi Grad Sarajevo, Tuzla, Zenica i živinice. Project is started with a goal to point out on existing problems and lack in framework of law procedures and practice on field, and to create starting basics for creating system solution in field of enrolment in birth registration books and achievement rights on that base. There are maintained informational working meetings with representatives of birth registration offices, Centers for social work and Police departments/Ministries for internal affairs in 11 municipalities.

Based on local community needs, the training on following topic "Planning, writing of the project, Monitoring and Evaluation" was held on 28th and 29th January 2009 with aim to increase the knowledge of members of MMBs and other stakeholders of child protection system in the field of project management from municipalities: Drvar, Foča. Goražde, Istočna Ilidža i Kiseljak.

Five (5) Action Plans of Social Inclusion in Child Protection System for period of 2009-2010 were adopted by MMBs in Project targeted municipalities and submitted for consideration and adoption to Municipal Councils:

  • On December 30, 2008 document "Action Plan of Social Inclusion in Child Protection System in municipal Foča (2009-2010)" was adopted by Municipal Council of Foča Municipality;
  • On December 30, 2008 "Action Plan of Social Inclusion in Child Protection System in municipal Drvar (2009-2010)" was adopted by Municipal Councils of Drvar Municipality;
  • On February 9 , 2009 "Action Plan of Social Inclusion in Child Protection System in municipal Istočna Ilidža (2009-2010)" had been adopted by Municipal Council of Drvar Municipality;
  • On March 5, 2009 "Action Plan of Social Inclusion in Child Protection System in municipal Goražde (2009-2010)" was adopted by Municipal Council of Goražde Municipality;
  • "Action Plan of Social Inclusion in Child Protection System in municipal Kiseljak (2009-2010)" is in process of adoption by Municipal Council Kiseljak.

    On the end of December 2008, the implementation of the special focused projects, i.e. 5 grants focused on improvement of status of defined priority marginalized groups, has been successfully ended:

    1. "Support to Children of Single Parents", Drvar municipality, - project bearer: Service for general affairs and social issues - Service for Social Protection; project realization in partnership with local communities (LC), primary school "Drvar" and Health Center; project duration: 6 months;
    2. "Support to children with special needs", Kiseljak municipality - project bearer: Service for General Administration and Social Affairs - Department for Social Protection; project realization in partnership with 6 primary schools and Health Center; project duration: 6 months;
    3. "Support to Children with Special Needs", Goražde municipality - project bearer: Center for Mental Health, Health Center "Dr. Isak Samokovlija", Goražde; project realization in partnership with Cantonal Hospital Goražde, primary school "Fahrudin Fahro Baščelija", and Center for Social Welfare BPK Goražde; project duration: 4 months;
    4. "Support to Children impeded in psycho-physical development", Foča municipality - project bearer: CSW; project realization in partnership with: Clinical Center of Foča municipality, kindergarten "čika Jova Zmaj", primary school "Veselin Masleša" and primary school "Sveti Sava" and Association for Assistance to Mentally Insufficiently Developed Persons; project duration: 6 months; 5 ''Support to Children impeded in psycho-physical development" Istočna Ilidža municipality - project bearer: CSW; project realization on partnership with: Clinical Center Istočno Sarajevo,, Association of Parents with four and more children "Our Future", 3 primary schools: ''Jovan Dučić'', ''Aleksa šantić'' and ''P.P. Njegoš'', Center for education, upbringing and rehabilitation of hearing and speech, Banjaluka (covers Istočna Ilidža as well). project duration: 6 months.

    In the period from September 22 and September 29, 2008 the third sessions of MMBs were held in all five municipalities of the Project. The work of MMB members was directed towards the development of documents that will represent a basis for the development of Action plans for Development of Child Protection (2009 – 2010) in these municipalities.

    In accordance with what has been anticipated for this period, the implementation of special focus projects was launched as well as realisation of Action plans for Development of Mechanisms for Monitoring Primary School Enrolment in all five target municipalities: Drvar, Foca, Gorazde, Istocna Ilidza i Kiseljak.     Based on identified priorities concerning vulnerable groups of children, in each municipality (Drvar, Foča, Goražde, Istočna Ilidža and Kiseljak), a special focus project was determined and aimed for the realization of the grant for the purpose of promotion of social inclusion of marginalized groups of children.

    Second MMB sessions were held in five target municipalities included in the implementation of the project "Support to Social Protection and the Building of Child-friendly Municipalities in BiH", implemented by IBHI BiH with financial support provided by UNICEF-a. The following dates were reserved for sessions:

    • June 25, 2008 in Drvar municipality
    • June 26, 2008 in Kiseljak municipality
    • June 26, 2008 in Istočna Ilidža municipality
    • June 26, 2008 in Goražde municipality
    • June 27, 2008 in Foča municipality
    Beside the assessment of the situation in the field of child protection in five target municipalities, MMBs were also engaged in the development of Action Plans for Primary School Enrolment Monitoring (2008-2009) in their local communities.

    June 9 - 10, 2008
    The training on HRBAP methodology application, promotion of cultural diversity and children's rights was held in the hotel "Aquareumal" in Fojnica. Training participants were MMB members as well as other child protection stakeholders from five target municipalities: Drvar, Foča, Gorazde, Istočna Ilidza and Kiseljak. Participants were introduced to HRBAP methodology application, relevant information on child protection system in BiH as well as to future activities regarding the development of Action Plans for Development of Child Protection (2009-2010) in target municipalities.

    April - June, 2008
    During the months of March and April, 2008, in all five target municipalities MMBs initiated the process on the assessment of the local system of child protection by using instruments and methodologies based on human rights (HRBAP) and technical support provided by IBHI team. Assessment documents were created and finalized until the end of June, 2008. Documents here in question are based on data gathered from all sectors of child protection (social, health, education, nongovernmental sector, judiciary/police and private sector) and represent a fruitful basis for further analysis of child protection system in local communities.

    The first meetings of multi-sectorial Municipal Management Boards (MMBs) of the Project were held. These meetings were used to present the project "Support to Social Protection and the Building of Child-friendly Municipalities in BiH" as well as future role and tasks of the coordinating body such as MMBs. MMB members were also informed about initiating activities regarding the preparation of the document "Assessment of Child Protection System Situation" in target municipalities. This document is based on HRBAP methodology. MMB meetings were held on following dates:

    • May 5, 2008 in Kiseljak municipality
    • May 22, 2008 in Istočna Ilidza municipality
    • May 26, 2008 in Foča municipality

    26 June 2007
    Second joint RS& FBiH CPPAG meeting was held on 26th of June 2007, in premises of Independent Bureau for Humanitarian Issues in Sarajevo. The following issues were discussed: selection of topics to be discussed in next CPPAG meetings, selection of experts and topics on which document on policy will be developed, as mini case studies, based on experiences of 25 special focused projects.

    First FBiH CPPAG was held on 21st of June 2007, in premises of Independent Bureau for Humanitarian Issues (IBHI BiH) in Sarajevo. Meeting was held in accordance with the proposed agenda: 1. Setting up of the FBiH CPPAG (FBiH Child Protection Policy Advisory Group) 2. Presentation of the project "Support to Child Protection System Reform in BiH", 3.     First RS CPPAG was held on 13th of June 2007, in premises of Independent Bureau for Humanitarian Issues (IBHI BiH) in Banja Luka. Meeting was held in accordance with the proposed agenda: 1.     On 31st of May 2007, in Teslić Centre for Social Welfare, an Experience Exchange Meeting was held among representatives of old (Bugojno, Gradiska, Kakanj, Vares and Teslić) and new municipalities (Breza, Donji Vakuf, Prnjavor and Srbac), in relation to development of the abovementioned action plans. Present at the meeting, in addition to representatives of MMBs from nine target municipalities, was also Mr Asim Zecevic, assistant to the FBiH Minister of Labour and Social Policy. Following agenda was proposed for the experience exchange meeting: 1. Presentation of Action plans for Piloting Child Protection System Reform, 2. Presentation of Action Plans for Monitoring of Primary School Enrolment, 3. Experience Exchange.

    In accordance with the work plan, first constituting sessions of Municipal Management Boards were held during the month of May 2007 in all 4 target municipalities (Breza, Donji Vakuf, Prnjavor and Srbac). These sessions were preceded by meetings organised with mayors of all four target municipalities, in order to present them with the project "Support to Child Protection System Reform in BiH", as well as to appoint members of MMBs, i.e. representatives of a variety of sectors that compose the Child Protection System: social, health care, education, non-governmental sector, as well as representatives of municipal community action services. All meetings expressed the support to successful realisation of the Project and proposals were made on relevant individuals that will responsibly and enthusiastically take upon themselves the roles and tasks in activities of MMBs in new municipalities.

    At the RS level, the fourth meeting of Child Protection Policy Advisory Group (CPPAG) was held in the premises of IBHI in Banja Luka. The meeting was attended by representatives of entity level as well as members of Municipal Management Boards (MMB) and representatives of nongovernmental sector from two target municipalities in RS: Gradiška and Teslić. The discussed issues were: Consideration of conclusions from the Round table "Juvenile Delinquency - Problem Approach and Possible Solutions" held on November 9, 2006 in the congress room of the hotel "Hollywood", Ilidža and any other business.

    The fourth Round table entitled "Juvenile delinquency – problem approach and possible solutions" was held in the premises of the hotel "Hollywood" in Ilidža. Participants of the Round table were representatives of correctional institutions for juvenile delinquents, Ministry of Inner Affairs RS and Ministry of Inner Affairs of FBiH, Centers for Social Welfare from RS (Teslic) and FBiH (Kakanj, Vares, Bugojno), Ministry of Justice RS, who through their work encounter and treat the issue of juvenile delinquency

    The Round table entitled «Possibilities and impediments of children with special needs in BiH« was held in the premises of the hotel «Hollywood« in Ilidža. This event was attended by 26 people, representatives of public and nongovernmental organisations/institutions who are active in child protection field with emphasis on work with children with special needs.

    The Round Table on topic «Preparations and Ways of Public Presentation« was organised in the premises of the Hotel «Hollywood«, Ilidža. The Round Table was attended by authors of the essays that were compiled in the book on child protection in Bosnia and Herzegovina. Public launching of the book will be organised at the regional conference which is planned for September. The meeting on exchange of experiences regarding the topic «Exchange of experiences in implementation of special focus projects« was held in the premises of the hotel «Hollywood«, Ilidža. The meeting was attended by implementing partners participating in realisation of special focus projects in five target municipalities: Bugojno, Kakanj, Vareš, Gradiška and Teslić.

    The First Round Table on exchange of experiences within the implementation of the subproject “Development of Monitoring System for Primary School Enrolment, 2005-2006” in five target municipalities: Bugojno, Kakanj, Vareš, Gradiška and Teslić, was successfully organized. The Round Table was attended by relevant actors involved in the implementation of the subproject from five target municipalities. The place of organisation of the Round Table was the hotel «Hollywood», Ilidža.

    At the level of the Federation of Bosnia and Herzegovina, the second meeting of the Child Protection Policy Advisory Group (CPPAG) was held in the premises of the Federal Ministry of Labour and Social Policy in Sarajevo. The meeting was attended by representatives of Federal and Cantonal level, as well as members of Municipal Management Boards (MMBs) and representatives of nongovernmental sector from three target municipalities in FBiH: Kakanj, Vareš and Bugojno. The discussed issues were: recommendations and conclusions from the Conference and Round Table on Social Policy in BiH, Finalisation of the Advisory Group Action Plan and report on implementation of the subproject “Development of Monitoring System for Primary School Enrolment, 2005-2006”.

    At the level of Republika Srpska the second meeting of the Child Protection Policy Advisory Group (CPPAG) was held in the premises of IBHI in Banja Luka. The meeting was attended by representatives of entity level as well as members of Municipal Management Boards (MMB) and representatives of nongovernmental sector from two target municipalities in RS: Gradiška and Teslić. The discussed issues were: conclusions and recommendations of the Conference and Round table on social policy in BiH, finalization of the Action plan on the work of the Advisory Group and report on the implementation of the subproject “Development of Monitoring System for Primary School Enrolment, 2005-2006”.

    15 March 2006
    In the framework of the small grant project "Development of Monitoring System for School Enrolment", a data base containing data on children who are ought to enroll primary school in the forthcoming school year was established in five target municipalities: Bugojno, Kakanj, Gradiška, Teslić i Vareš. The main data source represent the pediatric wards of Health Centers in each municipality, but also a useful addition represent data obtained from centers for social work, Romany associations and engaged volunteers. At the moment the preparation of lists aimed for the enrollment process are under way and will be distributed to all primary schools at the beginning of April.

    16 – 17 February 2006
    National level training entitled “Introduction to HRBAP methodology” and the first joint meeting of the Child Protection Policy Advisory Group (CPPAG) were held in “Villa Ugar”, Vlašić. Participants were representatives of competent ministries from state, entity and cantonal level as well as members of Municipal Management Boards and non-governmental organizations from five target municipalities: Gradiška, Kakanj, Teslić, Vareš and Bugojno.

    29.11. – 2.12. 2005
    In the framework of the eighteenth session of the Municipal Management Board in five pilot municipalities (Vares, Kakanj, Teslic, Gradiska and Bugojno) that was held in the above mentioned period, special focus projects were adopted in accordance with priority areas of child protection cited in the Action Plan for Child Protection System Reform.     After the adoption of the Action plan for development of mechanism for school enrolment monitoring, 2005-2006, in all five pilot municipalities (Bugojno, Kakanj, Vareš, Gradiška and Teslić) at the eighteenth session of the Municipal Management Board, the implementation of the sub-project “Development of mechanism for school enrolment monitoring, 2005-2006” was started.

    The continuation of HRBAP methodology training will be organized for 35 facilitators from 5 target municipalities (Bugojno, Kakanj, Vareš, Teslić, Gradiška), in the hotel "Bistrica", Jahorina.

    6 - 10 June 2005
    The national workshop will be organized for 50 participants from entire BiH: participants will be the representatives of the state, entities, cantons and municipalities included in UNICEF/IBHI Project "Piloting Child Protection System Reform at Central and Local Levels in Bosnia and Herzegovina"- in the hotel "Stella", in Neum. This workshop, as a part of UNICEF/IBHI project, represents an introduction to HRBAP (Human Rights Based Approach to Programming) methodology that will be implemented at national and local levels in chosen municipalities.

    The continuation of the implementation of the Project "Improved Mechanisms of Child Protection" in 5 target municipalities (Bugojno, Kakanj, Vareš, Gradiška and Teslić), is to be expected.

    15.01. - 31.03. 2005
    The implementation of the Project "Improved Mechanisms of Child Protection" and the project component "Modified approaches to the functioning of mechanisms of child protection implemented in pilot municipalities through special focused projects implemented by various participants" has been prolonged. At the moment, most of special focus projects in 5 target municipalities (Bugojno, Kakanj, Vareš, Gradiška and Teslić) are still being implemented.
