PROJECT "ENHANCING THE SOCIAL PROTECTION AND INCLUSION SYSTEM (SPIS) IN BIH: INTRODUCTION OF SOCIAL PROTECTION AND INCLUSION REFERRAL MODEL AT MUNICIPAL LEVEL"

Special Focus Projects (SFP)

Project “Enhancing the Social Protection and Inclusion System (SPIS) in BiH: Introduction of Social Protection and Inclusion Referral Model at Municipal Level“ is implemented by IBHI with the financial support provided by UNICEF in ten (10) demonstration sites: Novi Grad Sarajevo, Stolac, Novi Travnik, Livno, Sanski Most, Bileća, Višegrad, Laktaši, Novi Grad i Kotor Varoš.

Within the project framework in ten targeted municipalities Municipal Management Boards (MMBs), were established and assigned the task of coordinating all project activities in local communities as well as providing support to other project components. One of the project components refers to the implementation of ten (10) Special Focus Projects for priority groups of children as defined by MMBs in their third sessions. In their fourth sessions in ten (10) targeted municipalities, MMB members adopted project documents of Special Focus Projects. Budgets of Special Focus Projects in municipalities Bileća, Novi Grad, Višegrad, Laktaši, Kotor-Varoš, Novi Travnik, Novi Grad and Sanski Most Sarajevo is 11,270.00 KM, while the budget of Livno and Stolac municipalities amounts 16,270.00 KM.

Implementation of projects officially started on December 1, 2009, and will last four (4) months.

PROJECT "PILOTING CHILD PROTECTION SYSTEM REFORM AT CENTRAL AND LOCAL LEVELS IN BiH" SPECIAL FOCUS PROJECTS’ IMPLEMENTATION REPORT

The Project “Piloting Child Protection System Reform at Central and Local Levels in Bosnia and Herzegovina”, implemented by Independent Bureau for Humanitarian Issues (IBHI) and supported by UNICEF, in municipalities: Bugojno, Gradiška, Kakanj, Teslić and Vareš, beside other project components, also includes the implementation of special focus projects focused on the development and improvement of child protection. Municipal Management Boards in the above mentioned municipalities, created Action plans for child protection system reform, having for its main goal the improvement of child protection system through strengthening local capacities and including the development of information system, increased financing of child protection at local level, providing services for vulnerable groups of children as well as raising awareness of child issues. These documents were the basis for planning activities of SFP proposals.

After the closure of tender for assignment of funds for the realization of special focus projects (from the date of tender publication, 18 days on), applications with special focus projects that arrived on the addresses of Centers for Social Work in target municipalities and field offices of Independent Bureau for Humanitarian Issues (IBHI) in Travnik and Banja Luka, were distributed to Municipal Management Board members in all five pilot municipalities for consideration and grading in accordance with determined tender criteria.

At the eighteenth session of the Municipal Management Board that was held in all five pilot municipalities in the period between November 11 and December 2, 2005, members of the mentioned Boards chose special focus projects that fulfilled tender criteria, and thus will be implemented in pilot municipalities. The budget of each special focus project amounts to 15,000.00 KM. For an overview of adopted special focus projects in each municipality, click SFPs.


"IMPROVED MECHANISMS OF CHILD PROTECTION" SPECIAL FOCUS PROJECTS’ IMPLEMENTATION REPORT

In the framework of the project "Improved mechanisms of child protection" it has been anticipated to incorporate the following component:
  • " Modified approaches to the functioning of mechanisms of child protection implemented in pilot municipalities through special focused projects implemented by various participants.

At the sixth session of Municipal Management Boards in five target municipalities special focus projects were adopted in accordance with priority areas that had been included in "Two-year Plans for Development of Child Protection", which were then adopted by Municipal Councils, i.e., Municipal Assembly. After certain modifications of adopted projects, what followed was the signing of Contracts on realization. Each municipality had at disposal 50.000 KM aimed at the realization of SFPs. The projects' realization was officially terminated on 15 January, 2005. What now follows is a review of the course and achieved results of the implementation of 30 special focus projects in 5 target municipalities: Gradiška, Teslić, Bugojno, Kakanj and Vareš.
